Devon County Council Did Nothing Until 2011? - Update

BT Openreach has been busy rolling out fibre optic broadband since 2009. Managing to avoid the Devon County Council area for 2 years to date.
Devon County Council Public Roll Out Plan
Following a FOI request I wanted to know what Devon County Council had been doing to engage with BT over broadband to bring something to its area.
In November 2009 there was an informal meeting with BT and in May 2010 another informal meeting. As these meetings were informal no notes were taken.
In 2011 - Devon County Council wake up (my term) and 4 meetings have been held. The first one was on the 7th January. In March there were 3 meetings. These meetings have Non disclosure binding Agreements in place. I can only hope that this means Devon County Council are going to swing into some sort of action.
We are still waiting for any type of Telephone Exchange roll-out plan, however vague to be announced after funding and Devon County Council putting money up for broadband improvement.
I am not interested in how changeable that plan may become. I for one need to see something on paper - not press released meaningless intention. Superfast Broadband for a great majority is possible in Devon - fortunately Cornwall and the Isles of Scilly are the example of this actually happening.
Yes it was disappointing, that since this funding the latest release of 66 more Telephone Exchanges to get fibre optic roll-out from BT via BT Openreach, does not have one Devon Telephone Exchange on it.
I regret to tell you that the

not what it seems. That the vast majority of the Area is in no better position
than it was before Funding.
