A New Plan for a Strand Building

According to an article in the online version of the Exmouth Journal, published last Friday plans for a new building have been backed both by East Devon District Council (EDDC) and Exmouth Town Council.

How is it possible for the EDDC and the Town Council to back the plans before a new planning application has been made? Doesn't EDDC and the Town Council intend to consult people formally after the planning application has been submitted?

It is also reported that a Councillor Steve Gazzard said - "What's needed there is a bus shelter, and also some form of cover for the seats." In a response Councillor Richard Turner said - "A bus shelter doesn't get any money in to help the maintenance of the Strand."

Surely a  bus shelter on the Strand side of Rolle street is part of the transport infrastucture to support public transport use by visitors to Exmouth and its finance should have nothing to do with the funding of any new building on the Strand!
